Offshore Rig Utilization

Source: IHS Markit / Westwood RigLogix

BUY <70 SELL >92

The share of the world's offshore drilling rig fleet currently under contract. Utilization is a capacity signal rather than a price signal — but it drives day rates for offshore drillers directly, since a fully-booked fleet has pricing power and an idle one does not.

How to Read Offshore Rig Utilization as a Cycle Signal

A fleet that shrank faster than it can grow

The 2014-2020 oil downturn drove sustained underinvestment in new rigs and scrapping of older ones, shrinking the global fleet. Offshore drilling capex from oil majors takes years to translate into new rig orders, so a recovery in offshore activity runs into a fleet that cannot expand quickly, pushing utilization — and day rates — up sharply once demand returns.

A read on offshore, not shale, oil investment

Unlike the Brent or WTI signals, which reflect the oil price itself, rig utilization specifically reflects offshore drilling activity — a longer-cycle, higher-capex segment of the industry than shale, which can ramp production up or down within months. Offshore projects are sanctioned years in advance, so this signal moves on a slower, more structural cadence than the oil price itself.

Reading the signal

Utilization near the buy threshold describes an idle fleet and depressed driller share prices — the setup that preceded the current tightening. Utilization pushing into the sell zone describes a fully-booked fleet with strong pricing power for owners, historically the point at which new rig orders start being placed for delivery several years out, eventually easing the shortage.
